ORDER

The application has been taken out seeking permission to raise additional grounds in the revision.

2. I have heard Mr.R.Ramanlaal, learned Additional Advocate General appearing for the petitioners and Mr.T.Balaji, the learned counsel for the respondent.

3. Since the issue of limitation is raised by way of additional grounds and the Court in view of mandate of Section 3 is bound to take note of any delay and bar on account of Limitation, I am inclined to allow this petition. The additional grounds are permitted to be raised.
