2. The learned counsel appearing for the applicants, after arguing the applications at length, conceded that the applicants are not necessary parties, but only proper parties, thus, they may be allowed to intervene in the matter to assist the Court.

4. The learned counsel for the writ petitioners made a contest for intervention of the applicants. It is submitted that they may not be even allowed to intervene in the matter.

5. We have considered the submissions and find that the applicants may not be necessary parties, but considered to be proper parties, thus, we allow the applicants to intervene in the matter to assist the Court and accordingly, the applications for impleadment are disposed of with liberty to the applicants to intervene in the matter to assist the Court.
