The said Circular has already been withdrawn by the Government and therefore, the Authorities are incompetent to adjudicate those issues based on the Circular No.67. However, an amendment has been carried out and Section 77-A has been inserted under the provisions of the Registration Act, 1908. Thus the petitioners are at liberty to workout their remedies in the manner contemplated under the provisions of the Act.
