Petition filed under Article 226 of the Constitution of India praying to issue a writ of certiorarified mandamus to call for the entire records pursuant to the impugned proceedings vide TRT.COMPLAINT SENDURAI dated 29.11.2021 issued by the 8th respondent and quash the same and consequently forbearing the 8th respondent to issue license in favour of the 9th respondent herein. ORDER
The petitioner has challenged proceeding dated 29.11.2021 issued by R8 being the Territory Manager of Bharath Petroleum Corporation Limited.

However, the petitioner cannot maintain this writ petition seeing as he has not participated in the selection process for the dealership, which he questions. Even the affidavit filed by the petitioner makes it clear that he has not applied for the dealership retail outlet at Sendurai to Pennadam on SH (State High Ways Road) (dealership in question).

A complaint has been filed by him along with requisite fee in terms of Clause 18 of the Guidelines On Selection of Dealers 2/4
for Regular & Rural Retail Outlets Through Draw of Lots / Bidding Process. These guidelines are applicable only to those who have participated in the selection process. In such circumstances, the mere fact that BPCL has entertained the complaint would not render this writ petition maintainable.
