O R D E R

The petitioner has filed this writ petition seeking issuance of Writ of Mandamus directing the respondents to take necessary steps within a stipulated time period to consider the petitioner's case as exceptional category and permit him to appear for December, 2021 Exams conducted by them. 2.The case of the petitioner is that the petitioner had completed his Bachelor of Law Degree from Dr.Ambedkar Government Law College, Chennai and he applied for Master of Law, International Law and Constitutional Law, Department of Legal Studies, University of Madras and started his practice at Supreme Court, Delhi. The petitioner appeared for the exam

during June, 2019 and cleared 5 papers out of 10 papers and was unable to appear for the remaining papers during December, 2019. Thereafter due to COVID - 19 pandemic, he was struck up at Delhi and was unable to appear for March, 2020 examinations. Now the respondent University did not permit the petitioner to appear for the examinations scheduled to be held from 15.12.2021. In this regard, the petitioner made representation dated 25.10.2021 to the respondents and since the same was not considered has filed this writ petition.

3.Heard the submissions made by the learned counsel appearing for the petitioner as well as the learned Standing Counsel appearing for the respondents. By consent, the writ petition is taken up for final disposal.

4.The learned counsel appearing for the petitioner would submit that without going into the merits of the case, it would suffice, if this Court issues direction to the respondents to consider the petitioner's representation and to pass appropriate orders, within a reasonable time frame.

5.The learned Standing Counsel appearing for the respondents/ University of Madras conceded to the limited request now made by the learned counsel appearing for the petitioner and submitted that the petitioner's representation would be considered in accordance with law.

6.Considering the limited request made by the learned counsel appearing for the petitioner and since the examination is going to commence from 15.12.2021, this Court directs the respondents to consider the petitioner's representation dated 25.10.2021, on merits and in accordance with law and to pass appropriate orders, on or before 14.12.2021.
