O R D E R

Heard the learned counsel for the petitioner and Mr.A.Kumar, learned Special Government Pleader, who took notice for the respondents and with their consent, the main writ petition itself is taken up for hearing.

2. This writ petition has been filed seeking a writ of mandamus directing the respondents to extend the benefits of G.O.Ms. No.1023 Education Science and Technology dated 9.12.1993 to the petitioner by considering his representation dated 14.9.2015.

3. It appears that the petitioner retired from service with effect from 31.10.2004. He approaches this Court with huge and inordinate delay of 12 long years. Therefore, this Court, sitting under Article 226 of the Constitution of India is not inclined to entertain such a Writ Petition, since the petitioner is guilty of laches. Hence, the Writ Petition fails and the same is dismissed. No costs.
