The present petition has been filed seeking to restore C.M.P.No.18472 of 2019, which had been dismissed for non-prosecution on 30.08.2019.

2.The aforementioned C.M.P.No.18472 of 2019 had been filed seeking permission to file the appeal in forma pauperis seeking exemption to pay Court fees. Necessarily, the holding of the petitioner with respect to land, property and other source of income will have to be enquired and for that purpose, the Government is a necessary party. 3.The petitioner states that he has properties at Ranipet District therefore, suo moto the District Collector, Ranipet is impleaded as a party in C.M.P.No.18472 of 2019.
