Learned counsel for the applicant submits that the first respondent is sought to be served on the last known address as mentioned in the affidavit. However, notice sent to the first respondent has been returned unserved.

Considering the above submission, the applicant is permitted to issue notice to the first respondent by way of substituted service by effecting publication in one issue of English and Tamil Daily, having circulation in the city of Chennai, mentioning the date of hearing as 04.10.2019.
