Respondents Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing the 4th respondent to provide electricity connection to the petitioner's house, situated at No.102A, Poovaragavan Street, Anniyur Village and Post, Vikkiravandi Taluk, Villupuram District - 605 202, based on the petitioner's electricity connection application's dated 11.07.2019, within the stipulated time may be fixed by this Court.

By consent, the main writ petition is taken up for final disposal at the admission stage itself.

Heard Mr.J.Agni Selvaraju, learned counsel appearing for the petitioner and Mr.K.Ravikumar, learned Additional Government Pleader who takes notice on behalf of respondents 1 and 5 and Mr. M.Varun Kumar, learned standing counsel, who takes notice on behalf respondents 2 to 4. Perused the affidavit along with the writ petition.

The prayer in the writ petition is to issue a Writ of Mandamus directing the 4th respondent to provide electricity connection to the petitioner's house, situated at No.102A, Poovaragavan Street, Anniyur Village and Post, Vikkiravandi Taluk, Villupuram District - 605 202, based on the petitioner's electricity connection application's dated 11.07.2019, within the stipulated time.
4. The petitioner seeks service connection to the vacant land based on the VAO Certificate indicating that the said land is in possession of the petitioner. However, the Authorities have rejected the application stating that there is no indication in the VAO Certificate to show that S.No.451/22, Anniyur Village is the land classified under the revenue records neither as Dry, Wet or Natham. Without proper identification of the property and ownership or possession, they are not in a position to consider the representation of the petitioner. The proceedings of the fourth respondent dated 11.07.2019 is selfexplanatory. Unless and until the petitioner provides proper certificate from the VAO certificate along with other relevant documents, the fourth respondent cannot entertain the request of the petitioner. Hence, the writ petition is dismissed.
5. However, the petitioner is at liberty to make proper application with all relevant documents and if any such application is made, same may be considered by the fourth respondent in accordance with law. No costs. Sd/- Assistant Registrar(CS III) //True Copy// Sub Assistant Registrar ari To 1.
