No.U.12012/343/2006, ME (PII) Government of India, Ministry of Health and Family Welfare dated 01.09.2006 only in respect of requirement No.7, to produce the essentiality Certificate from the State Government is concerned and quash the same and direct the 1st and 2nd respondents to independently process the proposal dated 31.08.2006 of the petitioner to establish "PGP Medical College & Research Institute" at Nammakkal District, Tamil Nadu, inspect and grant permission to start 1st year MBBS course for the academic year 2007-2008 with 150 intake, without insisting on "Essentiality Certificate" from the State Government of TamilNadu.
