Writ Petition is filed under Article 226 of Constitution of India praying to issue a Writ of Mandamus directing the first and second respondents to publish the II to IV semester results, the appropriate or relevant mark sheets along with B.Ed Degree certificate, cumulative certificate and provisional certificate based on the representation dated 10.07.2025.

This writ petition has been filed for direction to the respondents to publish the results for the second semester to fourth semester on B.Ed. Degree course and to issue B.Ed degree certificate and cumulative marksheets.

The petitioners studied in the second respondent's college in two years B.Ed. Degree Course. They had joined in the academic year 2021-2022. After completion of their first year of B.Ed. degree Course, their first semester examination results were not published. They were not permitted to write their second semester examination. Though the second respondent has been recognised by the National Council for Teacher Education (hereinafter called as NCTE) from the year 2009, the second respondent was not affiliated to the first respondent for the reason 'non payment of fees in time'. Therefore, some of the students approached this Court in WP.No.14343 of 2023 for direction directing them to allow to write their B.Ed.
degree second to fourth semester examinations and publish all the results including the first semester results of the year 20212022. This Court by order dated 31.07.2023, issued directions to the first respondent herein to allow the petitioners including other students who are similarly placed to appear for B.Ed. examination for the second to fourth semesters for the year 2021-2023 and publish the first semester results. Accordingly, the petitioners were permitted to write their examinations and their results for their first semester alone was published.
the second to fourth semesters of the petitioners for the reason, the second respondent failed to pay fees in time and as such, the second respondent is not yet affiliated to the first respondent. 3.
The learned counsel for the first respondent submitted that in fact, the second respondent paid fees, however the same was belated. Therefore, it was rejected.

In view of the above, the second respondent is directed to pay the fees in accordance with law within a period of two weeks from the date of receipt of this order. On remittance of fees as required by the first respondent, the first respondent shall publish the results of the petitioners and also other students who had written their second to fourth semester examinations of the B.Ed. degree course for the year 2021 to 2023, within a period of four weeks thereafter and issue B.Ed. degree certificates and cumulative mark sheets to all the students. 5.
With the above directions, this writ petition is disposed of. Consequently, connected miscellaneous petition is closed. There shall be 4/6
no order as to costs.
