Respondents Writ Petition is filed under Article 226 of the constitution for issuance of writ of writ of mandamus directing the 2nd respondent herein to provide electricity connection to the petitioner's house at J.J. Nagar, 3rd Cross Street,
Porunthavakkam, Amoor Village, Thiruporur Taluk, Kanchipuram District for his domestic use.

O R D E R
The petitioner has approached this court seeking electricity service connection to his building constructed at J.J. Nagar, 3rd Cross Street, Porunthavakkam, Amoor Village, Thiruporur Taluk, Kanchipuram District
2. The petitioner contends that he has constructed a house in Survey No.44/2A1 and has given an application to the respondent for electricity service connection on 01.02.2016 and again on 01.04.2016. So far no electricity service connection has been given and therefore the petitioner has come before this court.
3. Heard Mr.S.Arunkumar, learned counsel appearing for the petitioner and Mr.S.K.Raameshuwar, learned standing counsel who accepts notice on behalf of the respondents.

It is submitted by Mr.S.K.Raameshuwar, learned standing counsel appearing for the respondents that the petitioner is in occupation of poromboke land and as per Sub-Regulation 4 of Clause 12 of the Tamil Nadu Electricity Distribution Code, for providing electricity connection for the persons who are in occupation of poromboke land, no objection certificate has to be obtained from the concerned officer of the Government of Tamil Nadu and also to execute Indemnity Bond in Form VI of the Annexure III of the Code alongwith security deposit thrice the normal rate which are mandatory.
5. When Sub-Regulation 4 of Clause 12 of the Tamil Nadu Electricity Distribution Code speaks about the above conditions, the petitioner cannot, without complying with the said conditions seek for electricity service connection.
6. In view of the above, the petitioner is directed to comply with the conditions as stated above in Sub-Regulation 4 of Clause 12 of the Tamil Nadu Electricity Distribution Code and apply to the respondents in the proper format and get electricity service connection.
