Prayer: Writ Petition filed under Article 226 of the Constitution of India seeking a Writ of Mandamus, to direct the respondents to assure peace and tranquility by providing necessary police protection for the upcoming 109th year celebration of "grouting festival" ie Koozh Vaarthal in vernacular, scheduled for 29.07.2025 at Arulmigu Sri Muthumariyamman Temple in Singanur Village, Tindivanam Taluk, Villupuram District, by considering the petitioner's representation dated 05.07.2025, within a timeframe as may be fixed by this Court.

ORDER
Today, this matter is taken up for final hearing at the admission stage itself, without even affording opportunity to the official respondents, based on the averments that are made in the petition.
2. Considering the nature of prayer that is made, this Court suo-motu impleads "the Joint Commissioner, Hindu Religious and Charitable Endowments Department, Villupuram District," as the 6th respondent in this Writ
Petition.
3. Mr.S.Vinoth Kumar, the learned Government Advocate takes notice for the 6th respondent.
4. The learned counsel appearing for the petitioner would submit that there is no rival claim or dispute with reference to the trusteeship or right to celebrate the temple festival. Some of the individuals without having any right whatsoever are interfering with the function that is to be celebrated by the common public of the Village.
5. Since the function is said to be held on 29.07.2025, the following order is passed, (i) The 6th respondent is directed to deposit any one of the Assistant Commissioner, to make a visit to the temple - Arulmigu Sri Muthumariyamman Temple in Singanur Village, Tindivanam Taluk, Villupuram District, and find out that whether the temple festival has to be conducted on 29.07.2025, take such
steps to conduct the festival peacefully, without giving importance to any of the individuals, however, as per the practice of the temple; (ii) If it is found that there is actually a dispute with reference to rights, the concerned official shall issue advice to the parties, to refrain them from celebrating the temple festival and fix a date, in accordance with law; (iii) The parties shall act on the website uploaded copy of this order, without waiting for the certified copy;
6. With the above directions, this Writ Petition stands disposed of. 24.07.2025 : Yes/No Jer
