O R D E R
This Writ Petition has been filed challenging the impugned proceedings dated 14.08.2023 issued by the second respondent and for a consequential direction to the respondents to grant permission to the petitioner to conduct photo exhibition near Salem bus stand.
2. Heard Mr.B.Mohan, learned counsel for petitioner and Mr.A.Damodaran, learned Additional Public Prosecutor appearing for respondents.
3. The petitioner wanted to conduct a photo exhibition under the title "Footprints of our Bodies" featuring the gender violence that had taken place in Manipur and other places. The representation given by the petitioner was rejected by the second respondent through the impugned proceedings dated 14.08.2023. Aggrieved by the same, the present Writ Petition has been filed before this Court.
4. In the considered view of this Court, a photo exhibition on the incident that took place at Manipur will be virtually demeaning the women and everyone is aware as to the atrocities that were committed 2/4
against the women and people belonging to a particular community. The photographs will be more in the nature of portraying violence and in the given circumstances, it will not be feasible to permit such a photo exhibition. Therefore, this Court is not inclined to interfere with the impugned proceedings dated 14.08.2023 issued by the second respondent.
5. Learned counsel for petitioner submitted that instead of a photo exhibition, the petitioner is wiling to conduct a meeting in that regard and a representation will be made to the respondents to consider the same and to grant permission for the meeting.
6. Learned Additional Public Prosecutor submitted that the petitioner can give a representation in that regard and the same will be considered by respondents 2 and 3 on its own merits and in accordance with law and a decision will be taken.
Recording the submission of learned Additional Public Prosecutor, this Writ Petition is disposed of with a direction to the petitioner to make a fresh representation to the second respondent by indicating the theme 3/4
N.ANAND VENKATESH, J gm of the meeting and the venue and time it is going to be conducted. The second respondent shall consider the same and take a decision within a period of two (2) weeks from the date of receipt of the representation from the petitioner. No costs.
