This writ petition has been filed for the issue of writ of Mandamus directing the respondent to deal with the representation made by the petitioner on 11.07.2024 wherein the petitioner is seeking for promotion as professor under the Career Advancement Scheme (CAS).

Heard Mr.K.Velmurugan, learned counsel for the petitioner and Mr.S.Sithirai Anandam, learned Standing Counsel for respondent. 3.
The case of the petitioner is that the respondent University had invited applications for the post of Associate Professor (Stage 1), Associate Professor (Stage 2), Associate Professor (Stage 3), Associate Professor (Stage 4) and Associate Professor (Stage 5) by notification dated 08.08.2018. All the eligible candidates had submitted the application. The petitioner had also submitted an application and according to the petitioner, he is eligible to be considered for promotion to the post of Associate Professor and Professor. 4.
The grievance of the petitioner is that the entire process of 2/4
promotion was kept pending and hence, a collective representation was made by all those applicants in the year 2023. It ended up before this Court and an order was passed in WA No.1807 of 2022 dated 13.07.2023 by issuing appropriate directions. By then, the petitioner had retired from service on 30.06.2021. The petitioner, who was eligible for promotion under the CAS was not able to get the promotion since there was a delay on the part of the respondent and by then, the petitioner had also retired. Therefore, the petitioner made a fresh representation requesting for considering his promotion and for extending the attendant benefits. Since the representation was not considered, the present writ petition has been filed before this Court.

Taking into consideration the facts and circumstances of the case and the limited relief sought for in this writ petition, there shall be a direction to the respondent to consider the representation made by the petitioner dated 11.07.2024 in line with the CAS and pass appropriate orders within a period of six weeks from the date of receipt of a copy of this order. This writ petition is disposed of with the above directions. No costs.
