ORDER
Read this order in continuation of and in conjunction with order dated 03.10.2023. On that date, learned counsel, who had accepted notice for Dr.Ambedkar Foundation, the answering respondent, was asked to obtain the status of the application and the procedure to enable issuance of a certificate as sought for by the petitioner.

Today, learned counsel has produced a reply from Dr.Ambedkar Foundation wherein they call for certain particulars to be furnished by the couple. A copy of the communication will be handed over to the petitioner for compliance. 3.
That apart, the authority has also sought confirmation from the District Collector as to whether the approval granted at the original instance was by the Collector at all, as the letter has 2/4
been signed by a person on behalf of the Collector. 4.
Mr.KMD.Muhilan, who appears for the District Collector, would assure the Court that the recommendation had indeed been by the Collector only and that this would be conveyed to the authority. Let the Dr.Ambedkar Foundation pass necessary certification within a period of four weeks from receipt of the details from the petitioner as sought for under letter dated 06.10.2023. With the issuance of mandamus as above to R2, this writ petition stands disposed. No costs.
