Despite notice being served on the proposed fourth respondent, there is no representation for the fourth respondent.

2. Considering the fact that the fourth respondent, who is the contesting respondent, has not shown interest by making appearance, this Court has no reason to discard the reasons stated in the affidavit filed in support of the petition to restore WP SR No.40910 of 2017. Hence the writ petition is restored.

3. Office is directed to number the writ petition.

4. It is made clear that we have not considered the maintainability of the writ petition at this stage and the said issue would be decided while hearing the writ petition.
