By consent, the writ petition is taken up for final disposal, at the admission stage itself.

2. Heard Mr.L.Basakaran, learned counsel appearing for the petitioner and Mr.P.R.Dhilip Kumar, learned standing counsel, who takes notice for respondents.

3. The prayer sought for in the writ petition is to issue a Writ of Certiorarified Mandamus to call for the 3rd respondent's order Ka.No.2 Sa.Po/E.Pa/Kilpakkam/Ko-New Connection/Tha 144/19-20, dated 17.09.2019, quash the same and consequently direct the 3rd respondent to provide the electricity supply connection to the premises bearing Old No.36, New No.56, Medawalkam 2nd Street, Kilpauk, Chennai-10.

4. The petitioner herein has made an application to the Assistant Executive Engineer, TANGEDCO, Kilpauk for service connection vide his letter dated 12.09.2019. The Assistant Executive Engineer, Kilpauk, on perusing the application, has returned the same to be presented in the form prescribed along with the other documents before the jurisdictional Assistant Executive Engineer having office at No.37, Medavakkam Kulasalai Road, Nammazhvarpettai, Chennai. The petitioner instead of submitting his application in the form prescribed along with the other relevant documents to the Jurisdictional Assistant Executive Engineer, has approached this Court seeking Certiorarified Mandamus to call for the records of the third respondent order dated 17.09.2019, quash the same and to direct the 3rd respondent to provide electricity supply to the petitioner's premises.

When the order of the 3rd respondent, which is impugned in the writ petition has clearly intimated the petitioner to approach the concerned Assistant Executive Engineer, having jurisdiction over the area in which electrical service sought for, the petitioner instead of making appropriate application before the concerned authority, has wrongly approached this Court to quash the order of the third respondent. This Court finds no merit in this writ petition.

6. Hence, this Writ Petition is dismissed. It is open to the petitioner herein to approach the concerned jurisdictional Assistant Executive Engineer, TANGEDCO, with his application in the form prescribed along with the other relevant documents for service connection. No costs.
