Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Mandamus, directing the fourth respondent to take immediate action against the sixth respondent and accordingly direct him to release the "User Id" of all the petitioners herein which was blocked and obstructed by the sixth respondent herein.

ORDER

This writ petition has been filed seeking for issuance of a writ of mandamus to direct the fourth respondent to take immediate action against the sixth respondent and accordingly direct him to release the "User Id" of all the petitioners herein which was blocked and obstructed by the sixth respondent herein.

It is the case of the petitioners that they are running computer centres at various places through CSCVLE "E-Service" which is recognized by the Government of Tamil Nadu and through the centres the public stand benefited by getting community certificate and Nativity certificate etc., It it further the case of the petitioners that in the office of the fourth respondent, one Prasanth / sixth respondent is serving as District E-Service Manager, who is under the control of the fourth respondent and overseeing all the functions of these centres as a co-ordinater for entire Villupuram District. The said Prasanth, sixth respondent has indulged in permanently blacking of user ids of all the petitioner's clients and allotting them at his whims and fancies to the persons after obtaining huge gratification from them, against which the petitioners filed a complaint about the fraudulent acts of the sixth respondent to the fifth respondent. Till date no action has been taken. Hence the present writ petition.

3. Learned counsel for the petitioners submitted that during the pendency of the writ petition the sixth respondent was terminated from service. However, till date the petitioners user ID's were not restored. Hence, this Court may grant liberty to the petitioners to file an apporpriate application 3/6

for restoration of user ID's before the third respondent to pass appropriate orders.

4. Learned Additional Governance Pleader appearing for the respondents 1 to 5 has no objection for the said order being passed.

Considering the limited request sought for by the petitioners, this Court without going into the merits of the case grants liberty to the petitioners to make apporpriate application for restoration of user ID's before the third respondent within a period of two weeks from the date of receipt of a copy of this order, on such application being made, the third respondent is directed to pass appropriate orders within a period of four (4) weeks thereafter.

6. Accordingly, this writ petition is disposed of. No costs. Consequently connected miscellaneous petitions are closed. 03.04.2023 Index : Yes / No Speaking order / Non speaking order Netrual Citation Case : Yes / No (rap) 4/6
