Petition filed under Section 226 of the Constitution of India praying for issuance of a writ of mandamus, directing the respondent authority to give police protection and permission to conduct the cultural program in (i)Rajaji Street Arulmigu Sri Periya Kaliamman Koil Thiruvizha, Thiruchengode Taluk, Namakkal District on 09.11.2016 by considering the petitioner's representation dated 18.10.2016; (ii) Bharathiyar Street Arulmigu Sri Chinna Mariamman Koil Thiruvizha, Thiruchengode Taluk, Namakkal District on 10.11.2016 by considering the petitioner's representation dated 04.10.2016 and (iii) Thiyagigal Street Arulmigu Sri Periya Mariamman Koil Thiruvizha, Thiruchengode Taluk, Namakkal District on 11.11.2016 by considering the petitioner's representation dated 04.10.2016 respectively.

ORDER
These writ petitions have been filed seeking a direction to the respondent police to accord permission for the conduct of Adal Padal programme during the temple festivals of (i) Rajaji Street Arulmigu Sri Periya Kaliamman Koil Thiruvizha, Thiruchengode Taluk, Namakkal District on 09.11.2016; (ii) Bharathiyar Street Arulmigu Sri Chinna Mariamman Koil Thiruvizha,Thiruchengode Taluk,Namakkal District on 10.11.2016 and (iii)Thiyagigal Street Arulmigu Sri Periya Mariamman Koil Thiruvizha, Thiruchengode Taluk, Namakkal District on 11.11.2016 and to provide necessary police protection. https://hcservices.ecourts.gov.in/hcservices/

It is seen that the petitioners made representations dated 18.10.2016, 04.10.2016 and 04.10.2016 respectively to the respondent police seeking permission for the conduct of Adal Padal Program in connection with festivals of (i) Rajaji Street Arulmigu Sri Periya Kaliamman Koil Thiruvizha, Thiruchengode Taluk, Namakkal District on 09.11.2016; (ii) Bharathiyar Street Arulmigu Sri Chinna Mariamman Koil Thiruvizha, Thiruchengode Taluk, Namakkal District on 10.11.2016 and (iii)Thiyagigal Street Arulmigu Sri Periya Mariamman Koil Thiruvizha, Thiruchengode Taluk, Namakkal District on 11.11.2016 and for police protection. The said representations were sent by post.
3. The learned Additional Public Prosecutor submitted that no obscene dance program should be allowed to be performed in the name of cultural program.
4. Under such circumstances, the petitioners are directed to give a fresh representation to the respondent police disclosing the name of cultural troop, which is going to perform, and on such representation being made, the respondent police shall make inquiries with all the stake holders including the rival parties, if any, and pass appropriate orders either granting permission or refusing to grant permission, depending upon the law and order situation in the locality. If permission is granted, at any costs, the program should not be allowed to be conducted beyond 10.00 p.m. on 09.11.2016, 10.11.2016 and 11.11.2016 respectively and that the program should not have any indecent items.
5. In the result, the writ petitions are disposed of with the above directions. No costs.
