Respondent Prayer : Writ Petition has been filed under Article 226 of the Constitution of India to issue a writ of Mandamus directing the respondent to grant permission and police protection to conduct the cultural programme (Adal Padal Nigalchi) in the event of Kudalur Village Arulmigu Sree Mariyamman Temple Festival at Sangakiri Taluk, Salem District on 03.11.2022 between 06.00 PM to 11.00 PM by considering the petitioner's representation dated 29.09.2022 and pass orders on the same within the time frame as may be fixed by this Court.

ORDER
The Writ Petition has been filed to direct the respondent to grant permission and police protection to conduct the cultural programme (Adal Padal Nigalchi) in the event of Kudalur Village Arulmigu Sree Mariyamman Temple Festival at Sangakiri Taluk, Salem District on 03.11.2022 between 06.00 PM to 11.00 PM by considering the petitioner's representation dated 29.09.2022.

The learned counsel appearing for the petitioner submitted that in order to conduct cultural programme on 03.11.2022 from 6.00 p.m. to 11.00 p.m., in the temple festival at Kudalur Village Arulmigu Sree Mariyamman Temple Festival at Sangakiri Taluk, Salem District, the petitioner has sent a representation, dated 29.09.2022 to the respondent. But, the same has not been considered so far. Hence, the present writ petition has been filed.
3. The learned Govt. Advocate (crl.side) appearing for the respondent submitted that the respondent police has received the
representation of the petitioner and the same is pending for consideration.
4. I have considered the submission of the learned counsel appearing for the petitioner and the learned Govt. Advocate (crl.side) appearing for the respondent police.
5. It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a circular memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the respondent police is hereby directed to consider the representation of the petitioner, dated 29.09.2022 and pass suitable orders based on the above said circular.
