2. Heard the learned counsel appearing for the petitioner.

3. Mr.M.Kaviveerappan takes notice for the first respondent. Mr.S.Ravikumar, learned Special Government Pleader takes notice for respondents 2 to 4. Learned counsel for the first respondent submits that since the delay is more than 500 days, it has caused some prejudice to the respondent.

4. Therefore, this petition is ordered on payment of costs of Rs.3000/- by the petitioner to be payable to the first respondent through the learned counsel within a period of two weeks from today. On such condition, this petition is ordered and the delay is condoned.
