2. The petitioner seeks a direction against the respondents to provide relief funds to the affected paddy workers.

3. The petition appears to be bereft of details. The affected persons are not detailed. The drought relief is sought for the year 2013-14. As per the counter filed by the fifth respondent, the said year is not mentioned as a drought year. The records relating to the ownership or cultivation are also not placed. The Additional Secretary's letter dated 24.07.2017 only recommends that the amount was not sanctioned.
