ORDER

This writ petition has been filed seeking a direction to the respondent Police to provide police protection for the survey to be conducted on the petitioner's property situated at Serpanajeri Village, Kundrathur Taluk, Kanchipuram District, bearing Survey No. 236/5.

It is stated that the petitioner had applied for the survey, and when the surveyor along with village officials attended the property on 25.02.2025, certain persons obstructed the survey by throwing stones and assaulting the officials. The petitioner claims to have lodged complaints with the respondent Police, including an online complaint dated 11.03.2025, but no effective action was taken, and the surveyor refused to proceed without police protection. Hence, the petitioner seeks a direction to the respondent Police to provide necessary police protection to enable completion of the survey.

3. When an application is made to survey a property, it is the duty of the surveyor to complete the survey in accordance with the Tamil Nadu Survey and Boundaries Act. In case of any grievance or obstruction during the survey, it is for the concerned surveyor or Tahsildar to approach the police for assistance and 2 / 5

protection. There is no material on record to show that any such request for police protection was made by the Tahsildar or the surveyor to the respondent police. The petitioner, being a private individual, has no locus standi to directly file this writ petition seeking police protection. Where government officials face obstruction in performing their duties, it is the officials themselves who must seek police protection and not the petitioner. Thus, the present writ petition is not properly maintainable.
