2. This Court has heard the submission of the learned counsel appearing for the petitioner.

3. Considering the submission of the learned counsel appearing for the petitioner, paragraph no.3 is to be read as follows:

''3. Learned counsel for the petitioners submitted that the petitioner made a representation to the respondent herein to verify the legal heirship certificate in respect of the deceased A.Ramakrishnan. Subsequently the petitioners came to know that a circular was issued stating that the legal heirship certificate cannot be issued by the Tahsildar.''
