Writ Petition is filed for issuance of a Writ of Mandamus directing the respondents 1 to 3 to consider and pass orders on the representation of the petitioner dated 24.06.2019 in accordance with law and within a stipulated period.

2.By consent of both the learned counsel appearing for the petitioner as well as the learned Government Advocate appearing for the respondents 1 to 3, the writ petition is taken up for final disposal at the stage of admission itself without ordering notice to the 4th respondent.

3.The case of the petitioner is that petitioner is working as pump operator, Kovalam Panchayat, Tiruporur Panchayat Union. He came to know that the 4th respondent was appointed as Panchayat Secretary, which is against the provisions of Tamil Nadu Village Panchayat Secretaries (Conditions of Service) Rules, 2013. Therefore, the petitioner sent a representation to the respondents 1 to 3 on 24.06.2019 questioning the appointment of 4th respondent. However, the petitioner's representation was not considered by the respondents 1 to 3 till date. Hence, this writ petition.

4.Learned counsel for the petitioner submitted that it would suffice, if this Court issues direction to the 1st respondent to consider the petitioner's representation dated 24.06.2019 and pass appropriate orders on merits within reasonable time. 5.Considering the facts and circumstances of the case, this Court has not issued any positive direction in favour of the petitioner. However, this Court hereby directs the 1st respondent only to consider the representation of the petitioner dated 24.06.2019 and pass appropriate orders on merits and in accordance with law, after affording an opportunity of personal hearing to the 4th respondent, within a period of twelve weeks from the date of receipt of a copy of this order.

6. The writ petition is disposed of on the above terms. No costs.
