On earlier occasions, when the matter was called, there was no representation on the side of the respondents and this Court directed the Regional Assistant Commissioner to be present before this Court along with the files. During the next hearing i.e., on 12.09.2019 also, there was no appearance.

2. Thus, a Bailable Warrant was issued to the 1st respondent. The 1st respondent is present today and filed an affidavit, stating that his absence was due to some genuine reasons and he never intended to disobey the orders of the Hon'ble High Court. Hence, his absence may be condoned and the order dated 12.09.2019 passed in the above writ petition may be recalled.

3. In view of the fact that the 1st respondent is present, his further appearance is dispensed with, by accepting the reasons stated in the affidavit now filed. Accordingly, the order passed by this Court on 12.09.2019 in W.P.No.12514 of 2018 is recalled and this petition stands disposed of.
