ORDER

The petitioner has filed the writ petition praying for issuance of a Writ of Certiorari to call for the records of the second respondent pertaining to the impugned Resolution passed in the Extraordinary Meeting of the Village Panchayat, held on 07.04.2003 and quash the same.

On 18.01.2017, there was no representation for the petitioner and therefore, the matter was posted today under the caption "for dismissal". Even today also, there is no representation for the petitioner. This Court perused the records and heard the learned Special Government Pleader. 3.

It is seen that the petitioner was the Vice President of North Kavalakurichi Village Panchayat, which has about 10 elected members and that by a No Confidence Resolution dated 07.04.2003, which was passed by the Village Panchayat, the petitioner was removed form the post of Vice President. Challenging the same, the petitioner has filed the above writ petition.

At the time of admission of the writ petition on 25.04.2003, this Court has granted an order of Interim Stay of the Resolution. Admittedly, the period of panchayat itself was over and panchayat elections have been held twice after 2003. Under such circumstances, nothing survives in the writ petition.
