O R D E R
(Order of the Court was delivered by S.Manikumar, J) Instant writ petition has been filed, to direct the respondents 1 to 4, to open a newly constructed library building, at Naranamangalam Village, Melmalaiyanur Taluk,
Villupuram District, as per the petitioner's representation, dated 23/2/2017.
2. On 7th March 2019, we passed the following order:- Petitioner has contended that library building was constructed, in the year 2010 and not opened.
Hence representation, dated 23/2/2017, was sent to the District Collector, Villupuram District. Representation has not been answered. Hence, the instant writ petition has been filed, to direct the respondents 1 to 4, to open the newly constructed library building, at Naranamangalam Village, Melmalaiyanur Taluk, Villupuram District, as per the petitioner's representation, dated 23/2/2017.
Attention of this Court was also invited to the photographs enclosed.
2. On instructions, Mr.E.Manoharan, learned Additional Government Pleader submitted that sufficient man power is not provided and for the said reason, library is not opened.
3. Library constructed and books supplied, without providing man power, cannot be appreciated. Books are meant for reading. From the photographs, it could be deduced that books are there in sacks. Construction of building is stated to have been completed in the year 2010. Enabling the library to be used by children and others, District Collector, Villupuram District is directed to make suitable arrangements, providing man power permanently or temporarily, as the case may be.
4. Post on 13/3/2019.
3. On this day, when the matter came up for further hearing, on instructions, Mr.E.Manoharan, learned Additional Government Pleader submitted that one Mr.Arumugham has been appointed temporarily as Librarian, w.e.f. 11/8/2017, in the Library. Due to his ill health, he was not in a position to continue. After his recovery, he has joined and the library is functioning from January 2019. In support of the same, learned Additional Government Pleader has produced a letter No.Na.Ka.A2/2792/2018, dated 12/3/2019, issued by the Block Development Officer, Panchayat Union, Melmalaiyanur. 4.
Recording the above, writ petition is closed.
Proceeding No.Na.Ka.A2/2792/2018, dated 12/3/2019, Block Development Officer, Panchayat Union, Melmalaiyanur, shall form part of the record. No costs.
