By consent of both sides, the writ petition is taken up for final disposal at the admission stage itself. 2.The case of the petitioner is that he drove the vehicle and caused accident on 16.03.2002, due to which, he was chargesheeted and without considering the fact that the petitioner was not at fault and punishment of stoppage of increment for 3 years and for recovery of the damages caused to the vehicle was imposed on him by order dated 09.10.2003 by the General Manager, against which, the petitioner preferred an appeal. In the meanwhile, a Criminal case in C.C.No.1138 of 2002 against the petitioner under Section 304(a) IPC was ended in acquittal on 20.07.2005 and the petitioner's previous criminal case also ended in acquittal in Crl.A.No.81 of 1999 by order dated 12.04.2001. Therefore, the petitioner requested the respondent to dispose of the appeal filed against the order dated 09.10.2003 vide representation dated 09.09.2019. The same has not been considered by the respondent till date. Hence, the petitioner is before this Court.

3.The learned counsel for the petitioner would further submit that it would suffice if a direction is issued to the respondent to dispose of the appeal filed by the petitioner against the order dated 09.10.2003 as sought vide representation dated 09.09.2019, within a reasonable time fixed by this Court. 4.Thus, without going into the merits of the case, this Court is inclined to direct the respondent to dispose of the appeal filed by the petitioner against the order dated 09.10.2003 as sought vide representation dated 09.09.2019 and pass orders on merits and in accordance with law within a period of twelve weeks from the date of receipt of copy of this order. 5.With the above directions, the writ petition stands disposed of. No costs.
