Respondents Prayer: Writ Petition is filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing the 1st respondent to regularise the petitioners' services as sweepers in the regular time scale of pay as per the recommendation of the 2nd respondent made in his proceedings in Rc.No.168346/NGB 6(1)/2011, dated 21.05.2013 with all consequential benefits within the time frame. Writ Petition is filed for issuance of a Writ of Mandamus directing the 1st respondent to regularise the petitioners' services as sweepers in the regular time scale of pay as per the recommendation of the 2nd respondent made in his proceedings in Rc.No.168346/NGB 6(1)/2011, dated 21.05.2013 with all consequential benefits within the time frame.

2. Heard the learned counsel appearing for the petitioners as well as the learned Additional Government Pleader appearing for the respondents. By consent, the writ petition is taken up for final disposal.

3. The case of the petitioners is that they are working as sweepers in a special time scale of pay in the respondents' Department. They were appointed as part time sweepers on 13.11.2000 through Employment Exchange on consolidated pay by the proceedings of the 3rd respondent. Though the petitioners were appointed as part time sweepers, they have to work throughout the day. For that purpose, the State Government has issued G.O.Ms.No.22, Personnel and Administrative Department, dated 28.02.2006 to regularise the services of the daily wage employees, who have completed ten years of service in all departments. Though several orders have been issued for regularisation of temporary employees, till date the petitioners' services were not regularised. Hence, the petitioners have made representations dated 14.03.2019 to the respondents. However, the petitioners' representations were not considered by the respondents till date. Hence this writ petition.

4. Learned counsel appearing for the petitioners submitted that the 2nd respondent has already sent a proposal to the 1st respondent requesting them to regularise the services of the petitioners. She further submitted that it would suffice, if this Court issues direction to the respondents to consider the petitioners' representations and pass appropriate orders within the reasonable time.

5. Considering the limited request made by the learned counsel appearing for the petitioners, this Court hereby directs the respondents to consider the petitioners' representations dated 14.03.2019 and pass appropriate orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order.
