2. Heard Mr.G.Saravanabhavan, learned counsel for petitioner, Mr.M.Manimaran, learned counsel for first respondent and Mr.S.Senthil Murugan, learned Special Government Pleader for second respondent.

3. On being satisfied with the reasons stated in the affidavit filed in support of the petition, delay of 171 days in filing the writ appeal is condoned and this petition is allowed.
