ORDER
By consent, the Writ Petition itself is taken up for final disposal.
2.
The Writ Petition has been filed to issue a Writ of Mandamus, directing the respondents to consider the petitioner's representation dated 29.08.2016 praying to appoint her as Village Librarian in Tiruvannamalai District and pass orders within a reasonable time fixed by this Court.
3.
The case of the petitioner is that she was appointed as Part Time Librarian in the Part Time Library in Vellore District by the orders of the 3rd respondent dated 18.07.1994 and she joined duty on 20.07.1994 and now according to the petitioner, she has got 22 years of experience in this filed. 4.The further case of the petitioner is that the 1st respondent had passed G.O.Ms.No.66, Education Department, dated 30.01.1996 sanctioning 625 posts of Village Librarians in 625 villages on consolidated pay of Rs.1000/- per month. Thereafter, in terms of G.O. (1D) No.99, School Education (K1) Department, dated 18.08.1997, the 1st respondent had appointed 52 Part-Time Librarians as Village Librarians. In G.O.(1D) No.156, School Education Department, dated 10.09.
1998 the 1st respondent had issued guidelines for the appointment to the post of Village Librarian. As per the said Government Order, the Part Time Librarian who had completed 5 years of service and who possess educational qualification of +2 exam pass and Certificate in Library and Information Science are eligible to be appointed as Village Librarian. In view of the said Government Order, the 1st respondent had passed G.O.(1D) No.250, School Education (K2) Department dated 18.11.2005 wherein about 155 Part Time Librarians who are in possession of the prescribed educational qualification and who had completed 5 years of service were appointed as Village Librarians in regular time scale of pay. 5.
Now the grievance of the petitioner is that though the petitioner has already passed SSLC examination and subsequently passed 2 years foundation course which is equivalent to a pass in +2 examination and also obtained a Certificate in Library and Information Science in the year 2011, her case has not been considered for promotion to the post of Village Librarian. Therefore, the petitioner made a representation dated 29.08.2016 to the 2nd and 3rd respondents to appoint her as Village Librarian in Tiruvannamalai District since there are about 10 vacancies in the said District. But there was no action on the part of the respondents. Hence the present Writ Petition. 6.Heard the learned Counsel for the petitioner and the learned Government Advocate, who has taken notice on behalf of the respondents.
7.
Considering the facts and circumstances of the matter, without going into the merits of the claim made by the petitioner, this Court directs the respondents to consider the
representation of the petitioner dated 29.08.2016 and pass appropriate orders on the same on merits and in accordance with law, within a period of six weeks from the date of receipt of a copy of this Order.
8.The Writ Petition is disposed of accordingly. No costs. Sd/- Assistant Registrar(CS II) //True Copy// Sub Assistant Registrar tsi To 1.The Secretary to Government, State of Tamil Nadu School Education Department, Secretariat, Chennai-6.
