By consent, the Writ Petition itself is taken up for final disposal.

The Writ Petition has been filed to issue a Writ of Mandamus, directing the respondents to dispose of the petitioner's representation dated 27.08.2016 and issue posting orders to the petitioner as Record Clerk in the respondent University.

The case of the petitioner is that the petitioner belongs to Adi Dravidar Community and he has joined in the respondent University during the year 2005 as a Daily Wage Staff and subsequently, after completion of 3 years of service, he was put into consolidated payment of Rs.5,000/- as per the order dated 01.07.2010. While so, during May, 2013 he was called by the 2nd respondent, who in turn, threatened the petitioner to give a letter stating that he received bribe from the students

as has been stated in the unanimous letter. Accordingly, he gave a letter. Later, it came to the knowledge of the petitioner that actually, the complaint was against four other persons. But since the petitioner belongs to Adi Dravidar Community, he was only threatened by the 2nd respondent. Now the grievance of the petitioner is that thereafter, he is not provided with employment whereas those four persons are still in service. Hence, the petitioner made several representations to the respondents and his last representation was on 27.08.2016. Since no action has been taken on the same, the petitioner is before this Court with this Writ Petition.

Heard the learned Counsel for the petitioner and the learned Counsel, who has taken notice on behalf of the respondents.

Considering the facts and circumstances of the matter, without going into the merits of the claim made by the petitioner, this Court directs the petitioner to furnish a copy of the representation dated 27.08.2016 along with a copy of this Order to the 2nd respondent within a period of two weeks from the date of receipt of a copy of this Order and on receipt of the same, the 2nd respondent is directed to consider and pass orders on the same on merits and in accordance with law, within a period of four weeks thereafter. It is made clear that this Court has not expressed any opinion regarding the merit of the claim made by the petitioner. It is for the 2nd respondent to decide.

The Writ Petition is disposed of accordingly. No costs.
