ORDER
By consent of learned counsel on both sides, this writ petition is taken up for final disposal at the admission stage itself.

The relief sought in this writ petition is to direct the 4th respondent to consider the petitioner's Application dated 11.04.2025 seeking to survey the land comprised in Survey No.322/2B3, T.S.No.37/1C measuring an extent of 0.46 Cents situated at Pinchi Village, Walajapet Taluk, Ranipet District (hereinafter referred to as "subject property") and to issue Patta in respect of the subject property.

The learned counsel for the petitioner submitted that the petitioner submitted an Online Application dated 11.04.2025 seeking to survey the subject property and the survey was conducted on 17.04.2025. However, during the survey, it was informed to the petitioner that Patta in respect of petitioner's land was issued to some 3rd person. He further submitted that petitioner submitted an Application dated 01.07.2025 for issuance of Patta, but, respondents have not taken any steps to issue Patta in respect of the subject property. Hence, the present writ petition. 2/6

The learned Additional Government Pleader appearing for the respondents submitted that 4th respondent would consider petitioner's Application dated 01.07.2025 for issuance of Patta in respect of the subject property and pass appropriate orders, within a time frame to be fixed by this Court. He also submitted that if the petitioner submits an Online Application seeking to survey the subject property by making the necessary fees for carrying out the said exercise, 4th respondent would consider petitioner's Online Application as well, within a time frame to be fixed by this Court.

Considering the limited relief sought by the petitioner, this Writ Petition is disposed of on the following terms: (i) It is open to the petitioner to submit an Online Application for conducting survey in the subject property and pay necessary fees for carrying out the said exercise, within a period of four weeks from the date of uploading of the web copy of this order without waiting for the receipt of a certified copy of this order.
(ii) If any such Online Application is submitted by petitioner, 4th respondent shall consider the same in accordance with law, after issuing 3/6
notice to the petitioner, adjacent land owners and all other interested parties including rival claimants, if any, within a period of eight weeks from the date of submission of Online Application by petitioner. (iii) It is open to 4th respondent to call for any document/conduct enquiry to satisfy itself of the petitioner's entitlement for requesting survey of subject property.
(iv) The 4th respondent is directed to consider petitioner's Application dated 01.07.2025 and dispose of the same, after issuing notice and affording a reasonable opportunity of hearing to the petitioner and all other interested parties including rival claimants, if any, within a period of twelve weeks from the date of uploading of web copy of this order without waiting for the receipt of certified copy of this order.
(v) Though facts have been set out in affidavit, in view of the limited relief that is sought to be granted, I do not propose to examine the same, lest it may influence the Authority. The 4th respondent shall independently consider the facts and law set out in the petitioner's Application dated 01.07.2025 and pass appropriate orders, in accordance with law including but not limited to the provisions of the Tamil Nadu Patta Pass Book Act, 1983 and Tamil Nadu Patta Pass Book Rules, 1987. 4/6
(vi) It is made clear that this Court has not expressed any views with regard to the merits of the case and it is open to 4th respondent to consider the matter on its own merits and in accordance with law. Rights and contentions of the petitioner and all other interested parties are left open. No costs.
