3. This court has perused the affidavits filed in support of the miscellaneous petition. On considering the facts and circumstances of the cases and submissions made on behalf of the petitioner, this court is of the view that the petitioner is proper and necessary party to the writ petition and therefore, the miscellaneous petition is ordered. The petitioner is impleaded as respondent No.64 to the writ petition.
