Respondents PRAYER: Petition under Article 226 of the Constitution of India for issuance of a writ of Mandamus directing the 4th respondent herein to issue the amendment as early as possible to help the officers of the Health Department for the vehicles carrying the above officers/functionaries who require unhindered access to the roads for the performance of their life saving emergency duty to reach the spot in correct time be allowed to have blue beacon light on the top.
