Writ Petition filed under Article 226 of the Constitution of India praying for issuance of a Writ of Certiorarified Mandamus to call for the records from the first respondent herein in connection with the notification dated 24.8.2001 of the Ministry of Health and Family Welfare published in Gazette of India (extraordinary) and to quash the same insofar as it relates to Rule 69, 69A, 75, 75A, 138 and 138A are concerned and consequently, directing the 3rd respondent to grant Loan Licence to the petitioner with the 5th respondent as Principal Manufacturer without reference to the impugned amended Acts and Rules by permitting the petitioner to pay the Licence Fee at the old rates prior to the amendment.
