Prayer: Writ Petition filed under Article 226 of the Constitution of India for the issuance of Writ of Certiorarified Mandamus, calling for the records of the second respondent in Information Brochure-2024-2025 undergraduate NEET-based courses' quash clause 1.19.2 and consequently direct the second respondent to convert the unfilled minority quota seats in the petitioner institution to general management quota seats and fill them up on all India basis during the second round of counselling scheduled to be held from 11.09.2024 to 20.09.2024 itself. ORDER
The writ petition is filed for a writ of certiorari mandamus calling for the records on the file of the second respondent in the Information Brochure 20242025 for undergraduate NEET-based courses and to quash Clause 1.19.2. and consequently direct the second respondent to convert the unfilled minority quota seats in the petitioners institution to general management quota seats and fill them up on all India basis during the second round of counselling scheduled to be held from 11.09.2024 to 20.09.2024 itself.
2. Upon hearing the learned counsel for the petitioners and perusing the material records of the case, the grievance of the petitioners is that the petitioners Page No.2/6
are a minority institution and as such, 50% of the seats have to be filled from among the Telugu-speaking linguistic minority. When 125 seats were earmarked for the said quota, only about 10 or 15 candidates applied and therefore there was a need to convert these minority quota seats into general category seats.
3. At the outset, the Government issued an order dated 14.02.2022 mandating that if sufficient candidates are not available under the minority quota, counselling shall be conducted in the next round (second round itself) after converting the unfilled minority quota vacant seats into management quota seats. When the Government Order stated that it should be converted in the second round itself, the impugned Information Brochure mentioned as if it would be converted only in the third round. Aggrieved thereby, the petitioners are before this Court.
4. It can be seen that the admission year 2024-2025 is over and now 20252026 is also over. If in future the Information Brochure is in conflict with the order of the Government, it will be open for the petitioners to approach this Court again.
5. With the said liberty, the writ petition is disposed of as having become Page No.3/6
infructuous. Consequently, connected miscellaneous petitions are closed. No costs.

It is submitted that in the order, dated 19.01.2026, in the heading portion, the miscellaneous petitions are wrongly mentioned as 'W.P.Nos.29451 & 29452 of 2024' instead of 'W.M.P.Nos.29451 & 29452 of 2024' and in the appearance portion, the name of the learned Counsel for the respondents is wrongly mentioned as 'Mr.J.Kannan, Additional Government Pleader', instead of 'Mr.J.Kumaran, Additional Government Pleader (Puducherry)'.
3. Therefore, Registry is directed to correct the miscellaneous petitions in the heading portion as 'W.M.P.Nos.29451 & 29452 of 2024'
