Heard Mr.C.Vigneswaran, learned counsel appearing for the petitioners, who submitted that on account of death of N.Nallamuthu (one of the petitioners in writ petition), his legal heir viz. N.Banumathy, wife of Nallamuthu, is brought on record as the second appellant in the above appeal. 3.
