Writ Petition filed under Article 226 of Constitution of India, to issue a Writ of Declaration, declaring that Rule 38A of Tamil Nadu Minor Mineral Concession Rules as inserted by G.O.Ms.No.95 Industries (MMC1) Department dated 01.10.2003 is unconstitutional, ultra vires, null and void and consequently direct the respondents not to interfere with the petitioner's right to continue quarry operations in respect of sand quarry measuring 10-00-0 Hectares, comprised in Survey S.F.No.242 (Block-2), situated in Srinivasanallur Village, Musiri Taluk, Trichy District.
