2. Since the order of this Court has not been complied with by the first and second respondents, this Court vide order dated 14.12.2023, directed the first and second respondents to appear before this Court today.

3. Today when the matter is taken up for hearing second respondent appeared before this Court and expressed his difficulties that he is taking additional charge of the Revenue Divisional Officer in Tirupur Division. It is submitted that since the first respondent is on duty in the red alert area, he is unable to present before this Court today. Further, it is reported that the order of this Court dated 04.10.2023 has been complied with.

4. In view of the above, personal appearance of the respondents 1 and 2 is dispensed with. The petitioner is at liberty to workout his remedy in the manner known to law.
