O R D E R

This writ petition has been filed seeking issuance of a writ of mandamus directing the respondents to consider the case of the petitioner under the Career Advancement Scheme (CAS) for promotion/ upgradation from Stage 3 to Stage 4 with effect from the date of his eligibility, pursuant to the applications submitted by the petitioner in this regard on 05.06.2023 and 04.03.2024 and to pass appropriate orders within the time frame fixed by this Court.

2. Heard Mr.V.Vijayashankar, learned counsel for petitioner, Mr.S.Sithirai Anandam, learned Standing Counsel appearing for first respondent and Mr.K.Surendran, learned Additional Government Pleader appearing for second respondent.

3. The case of the petitioner is that he was appointed as a lecturer in Annamalai University in the year 2003. The services of the petitioner was confirmed from March 2004. The post of lecturer was re2/4

designated as Assistant Professor in the year 2013 and the University was taken over by the Government. The petitioner was, thereafter, sent on deputation to Alagappa College of Engineering, Karaikudi, in the year 2017.

The further case of the petitioner is that the Annamalai University came out with a notification on 08.08.2018 and pursuant to the same, applications were invited under Career Advancement Scheme (CAS). The petitioner also applied for movement from Stage 2 to Stage 3 and the same was sanctioned/approved from March 2013.

5. During May 2023, a High Level Committee was constituted by the Annamalai University to look into the various irregularities while awarding Career Advancement Scheme (CAS). The petitioner, therefore, submitted his application to the Committee for upgradation from Stage 3 to Stage 4. Since the same was not considered, the present writ petition has been filed before this Court for upgradation/promotion of the petitioner from Stage 3 to Stage 4.

6. Taking into consideration the facts and circumstances of the 3/4

case and the materials placed before this Court, there shall be a direction N.ANAND VENKATESH, J gm to the first respondent to deal with the applications submitted by the petitioner on 05.06.2023 and 04.03.2024 seeking for upgradation/ promotion from Stage 3 to Stage 4 and deal with the same in line with the Career Advancement Scheme (CAS), which was brought into force from the year 2018 and appropriate orders shall be passed within a period of eight (8) weeks from the date of receipt of a copy of this order. This writ petition is disposed of with the above direction. No costs.
