O R D E R
This contempt petition has been filed consequent to an order of this Court dated 06.03.2024 in W.P. No. 20868 of 2021. 2.
Mrs.P.Rajarajeswari, learned Government Advocate appearing on behalf of the first to third respondents submitted that the order has been complied by issuing a proceedings in Na.Ka.No.9426/Aa6/2021 dated 21.01.2025 by the second respondent in compliance of the directions of this Court.

However, it is seem to be mentioned in the said proceedings that the compliance should be considered as a special case and that it should not be considered as a precedent, but in the order passed in the writ petition, a categorical finding has been given that the applicability of the G.O.Ms.No.165, dated 17.09.2019 has already been settled by the judgment of the Division Bench of this Court in W.A.(MD) No. 76 of 2019 etc. batch.

As this case has not been ordered to be considered as a special case there is no necessity to add that unnecessary condition over and above the observation of this Court. Such actions will not show the true spirit of complying the order of the Court. However such unnecessary conditions made in the order dated 21.01.2025, beyond the orders of the Court cannot have an binding effect on the beneficiaries. 5.
In order to avoid further complications, and taking into consideration of the compliance, this Contempt Petition is closed with the above observation. No costs.
