By consent, the main writ petition is taken up for final disposal.

The petitioner has come up with the present writ petition, challenging the impugned order of the second respondent dated 8.11.2016 in Se.Mu.A.En.49/2016 pertaining to the rejection of permission to conduct scientific awareness campaign and consequently, to direct the respondents to grant permission for public meetings in order to abolish superstition among the people and to develop the scientific temper, humanism and the spirit of inquiry and reform in Arcot, Ranipet and Walajapettai, on 1.12.2016 and other alternative days.

It is the case of the petitioner that he is the Vellore District Secretary of Dravidar Viduthalai Kazhagam, which has been functioning for the past several years to eradicate the communalism and bring social harmony to the society. The members of the said organization are working for the welfare of the society and rendering service to the oppressed and depressed section of the people in the society. They have planned to hold the superstition abolition campaign under the topic of scientific awareness campaign to develop scientific temper, humanism and the spirit of inquiry and reform. In this regard, the petitioner has given a representation to the second respondent on 2.11.2016 requesting him to grant permission for the said campaign. But, the same was rejected by the second respondent, by order dated 8.11.2016, on the ground that it will touch upon the sentiments of particular community. Challenging the same, the petitioner has come up with the present writ petition.

Though the petitioner has prayed for a larger relief, today, when the matter was taken up for consideration, learned counsel appearing for the petitioner submits that the petitioner undertakes that while conducting the awareness campaign, the petitioner will not cause any personal injury to anybody. He has also filed an affidavit to that effect.
5. The said undertaking is hereby recorded and the petitioner is permitted to make a fresh representation to the second respondent indicating the date as well as place for conducting their awareness campaign and on making such representation, the request of the petitioner shall be considered and necessary permission be granted by the second
