ORDER
The Writ Petition has been filed to direct the respondents to give permission and police protection to conduct Moolakattu Perumal Temple deity Thirukalyan and other poojas in the event of Moolakattu Raman Temple @ Thirusarntha Perumal Temple Festival at Servarayan Foot Hills, Salem District forest range, on 05.11.2022 at 8.00 am onwards by considering the petitioner's representation dated 11.10.2022. 2.The learned Government Advocate (crl.side) appearing for the respondents submitted that the representation alleged to have been sent by the petitioner has not been received so far, by the respondents for consideration. It is further submitted that the place where the temple festival is scheduled to be conducted is within the forest range of the third respondent and hence the third respondent should also accord permission.
3. The learned counsel for the petitioner submitted that the festival is being celebrated every year and permission has been granted by the third respondent earlier.
4. I have considered the submission of the learned counsel appearing for the petitioner and the learned Government Advocate (Crl.side) appearing for the respondents.
5. It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a circular memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the police respondents 1 & 2 are hereby directed to consider the representation of the petitioner, dated 15.10.2022 along with the 3rd respondent and pass suitable orders.
6. Since the 1st and 2nd respondents have stated that the representation of the petitioner has not yet been received by them, it is up to the petitioner to submit a representation in person and on receipt of the same the respondents 1 to 3 shall consider the same and pass appropriate orders in accordance with law before the scheduled date for the temple festival.
