ORDER
This Writ Petition has been filed seeking a direction to the respondents, more particularly, the third respondent, to set up at the earliest by atleast 15 days before the commencement of harvest seasons every year and operate mobile direct procurement centres (Mobile DPCs) as provided in G.O. (Ms) NO.60 dated 16.07.2021, in the Paddy Growing Villages in Cuddalore District, more particularly, in Gunamagalam Village in Srimushnam Taluk and further to direct the first respondent to monitor for the effective and efficient operation of Mobile DPCs without any further delay or other impediment.
2. Heard the learned counsels appearing on either side and also perused the materials available on record.
3. It is the case of the petitioner that he is a native of Gunamagalam Village in Srimushnam Taluk, Cuddalore District. He made several requests to the respondents to open Mobile Direct Procurement Centres [for brevity, Mobile DPCs] for paddy crop as per G.O. (Ms) No.60 dated 16.07.2021, however, his request was not considered by the respondents and hence, the present Writ Petition.

The learned counsel for the petitioner submitted that the Government has to open more Mobile DPCs for the benefits of the farmers, who are harvesting paddy crop during the Kuruvai period, particularly, in Gunamagalam Village. He further submitted that in this regard, he made several requests to the respondents, however, the same were not considered by them. He contended that it would be suffice to issue a direction to the respondents to open more Mobile DPCs as per G.O.(Ms) No.60 dated 16.07.2021.

Per contra, the learned Standing counsel appearing for the respondents 2 & 3 drew the attention of this Court to the counter affidavit filed on behalf of the third respondent and submitted that there were already more than 202 Direct Purchase Centres [DPCs] in Cuddalore District which were established during the Kuruvai harvesting period and in respect of the petitioner's Village and adjacent villages, DPCs were already established and the farmers in the said Villages and adjacent Villages can very well approach the said centres to sell their paddy and receive the amount sold to the Corporation. He further submitted that in Cuddalore region alone, more than 202 DPCs were in operation and the procurement of paddy through these centres was about 93,618 metric tonnes as on date from 02.09.2025 where the quantity of procurement is doubled when compared to the last year procurement. He contended that establishment of Mobile DPC is the policy decision of the Government and the
mobile units will not address the present requirement and also there were several challenges and issues, namely, vehicles, staff, equipments, transportation, absence of road approach etc., in establishing the same. He added that the respondents are making consistent inspections, meeting farmers and taking actions for opening additional DPCs wherever necessary for the said purpose and there is no need for opening Mobile DPCs and thus, prayed for appropriate orders.

Considering the averments made in the counter affidavit of the third respondent, as well as taking note of the submissions of the respective learned counsel, this Court is of the opinion that since sufficient DPCs were already been established in Cuddalore, as well as in the subject Village and adjacent Villages and also necessary steps were taken by the officials of the respondents for procurement of paddy in the Cuddalore region, the relief sought for by the petitioner in this Writ Petition has become infructuous.
7. In view of the aforesaid reasons, the Writ Petition stands disposed of. Consequently, connected Miscellaneous Petitions are closed. There shall be no order as to costs.
