..Respondents Prayer: Writ Petition is filed under Article 226 of the Constitution of India, praying for issuance of a Writ of Mandamus directing the respondents to consider and dispose of the recent representation dated 17.06.2019 submitted by the petitioner, along with the Grama Sabha Resolution dated 26.01.2024 and other supporting documents, and to take a decision on the request for bifurcation of Irumbuli Revenue Village from Kalpattu Panchayat and its
notification as a separate village panchayat, in accordance with law, within a time frame to be fixed by this Hon'ble Court. For Petitioner:

ORDER
The petitioner has come forward with this writ petition seeking a direction to implement the Grama Sabha Resolution, dated 26.01.2024. In terms of the said resolution, the Grama Sabha had acceded to the request made by the residents of Irumbuli Revenue Village and had recommended the bifurcation of the said village into Kalpattu Panchayat and Irumbuli Panchayat. As no steps had been taken, he came forward with the present writ petition.
2. I had given a direction on 22.10.2025 calling upon the respondents to take a call on the representation so made. When the matter was called today, Mr. M.S. Arasakumar has produced GO.Ms.No.20, Rural Development and Panchayat Raj (PR-II) Department, dated 02.02.2024 (G.O.Ms.No.20). Relying on this G.O., he points out that a State Level Committee has been formed for
several purposes including bifurcation / Trifurcation of Village Panchayats and Panchayat Unions. He also relies upon G.O.Ms.No.471, Public (Law Officers) Department, dated 22.09.2020 to state that there has been a ban on formation of new units in the State till the completion of census by the Census Department.
3. Mr.M.S. Arasakumar states that the application filed by the petitioner including the Grama Sabha Resolution will be placed before the State Level Committee formed pursuant to G.O. Ms.No.20 and a decision will be taken after May, 2026. His statement is recorded.
