PRAYER : Writ Petition has been filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, directing the respondents to consider the petitioner's representation dated 22.03.2016 and pass final orders in accordance with law after affording opportunity to the parties concerned within a time frame.

By consent, the Writ Petition is taken up for final disposal at the stage of admission itself.
2.This Writ Petition has been filed to issue a Writ of Mandamus, directing the respondents to consider the petitioner's representation dated 22.03.2016 and pass final orders in accordance with law after affording opportunity to the parties concerned within a time frame.

3. Though several grounds have been raised in the Writ Petition, now, the learned counsel for the petitioner would only seek to consider the representation dated 22.03.2016 after issuing notice to the parties concerned.
4. Mr.P.Chinnadurai, learned Government Advocate takes notice for the respondents and would submit that the request of the petitioner will be considered in accordance with law. 5.Considering the submissions made on either side, this Court, without going into the merits of the claim made by the petitioner, directs the respondents, to consider the representation of the petitioner dated 22.03.2016 and pass appropriate orders, on merits and in accordance with law as expeditiously as possible after issuing notice to the 4th respondent. It is made clear that this Court has not expressed any opinion with regard to the merits of the claim made by the petitioner.
