Thanthai Periyar memorial, Egmore, 2. Kamarajar Memorial House, T.Nagar, 3. Kalaingar Memorial, Marina Beach, 4. Gandhi Mandapam, Adyar, and 5. Dr.Ambedkar Memorial, Foreshore Estate, Chennai.

ORDER
The prayer in the Writ Petition is for a Mandamus to consider the representation, dated 31.07.2025 to permit the petitioner for conducting hunger strike on 06.08.2025.
2. Heard Mr.R.Krishnakumar, learned Counsel for the petitioner and Dr.C.E.Pratap, learned Government Advocate (Crl. Side) for the respondent.
Mr.V.Jayachandran, Deputy Commissioner of Police, Triplicane is also present before this Court.

Upon hearing Mr.R.Krishnakumar, learned Counsel for the petitioner and perusing the contents of the Writ Petition, it can be seen that in order to create an awareness and to make a request to the Government to come up with a new stringent legislation with reference to honour killing, the petitioner wants to make a peaceful protest in the form of a hunger strike on 06.08.2025. The same was rejected by the respondent only on the ground that petitioner had chosen to specify the places which are not earmarked for protests. As far as Chennai city is concerned, already there are certain sites which are specifically earmarked for these kind of protests 2/5
and if only the petitioner chooses anyone of those locations, the permission can be given.
4. When the matter is taken up for hearing, the learned Government Advocate (Crl. Side) for the respondent would submit that tomorrow, for undertaking the hunger strike, if the petitioner chooses anyone of the two available places, that is Sivananda Salai or the place earmarked near the Rajarathinam Stadium in Egmore, the permission will be granted and due arrangements, in the form of protection, will also be made.
5. After some deliberation, the learned Counsel for the petitioner chooses the place near the Rajarathinam Stadium, Egmore. Accordingly, the petitioner shall make request immediately before the Deputy/ Commissioner of Police by proceeding to the office right now either by himself or through any messenger and the learned Government Advocate is requested to pass on the message without waiting for the certified copy of the order. The request can be processed with reference to Rajarathinam Stadium and due permission with appropriate conditions, as the Commissioner may choose fit, may be imposed.

6. This Writ Petition is disposed of accordingly. There shall be no order as to costs.
